On October 5, 2013, I filed formal complaints to various institutions in regards to Michael Garrison's egregious and blatant disregard for valid court orders, laws, and general rules of decency.

My name is Joe Barrow, I am a Marriage and Family Therapist, my wife has been a 5th grade teacher for 13 years. We live in La Quinta, California, near Palm Springs.
I want to bring to your attention some abhorrent behavior displayed by a federal corrections officers employed at one of the Xxxxxxxxx Xxxxxxxx Xxxxxx. This has nothing to do with an inmate or performance at work, but according to your creed on your website, you hold your employees to high standards. I thought you would want to know when one of your officers is acting in a way contrary to your Core Values specifically in regards to Respect and Integrity. Additionally, there are some ethical as well as legal issues concerning his behavior.
My wife, myself, and our 3 school-age children (in as much as they are exposed to this) have been going through what can best be described as a living nightmare.
Enclosed you will find a DVD displaying certain egregious behaviors by Michael Garrison. His behaviors have inflicted a great deal of conflict and chaos in our lives and especially in the lives of the children in his home and in ours.
Aside from the documented audio and video evidence in the DVD of illegal and unethical conduct, Mr. Garrison has displayed morally questionable behavior such as taunting and boasting of the fact that because he is a “Federal Officer for the Department of Justice” he gets away with the behaviors documented in the DVD. His taunting also includes two instances which occurred in a Superior Courtroom of San Bernardino, one of which the bailiff had to address during the proceedings. Included on the DVD are remarks such as:
“How’s all that police calling working out for ya, good?”
This remark was made after I had to make yet another call to the Victorville Sheriff’s Department to get a court order enforced or to keep the peace. Some of which were enforced, the others to which Mr. Garrison is gloating about, is when he used his familiarity with the system, some of the Sheriff’s staff, and his employment with the Bureau of Prisons to manipulate his way out of being accountable for disregarding a valid court order.
While some of the behaviors seem trivial and relatively harmless--my family has chosen to ignore most of Mike Garrison’s antics-- I believe that taken all together they paint a clearer picture of his flawed character and what my family has been dealing with in the last 3 plus years.
Incidences are in no particular order:
1. Mr. Garrison blatantly disregards a San Bernardino Court custody order and interferes with the pick-up of my daughter after I drove 2 hours to pick her up. I waited outside for the dismissal bell to ring and my daughter to come out. Moments later, Michael Garrison sped past where I was parked waiting to pick my daughter up. I grabbed my camera and recorded him. Even as I approach his car in an attempt to stop him from taking my daughter, he says continues to drive by saying, “Hi Joe,” as he passes me. This was reported incident to Sheriff. I didn’t get to see my daughter on this occasion. [Video 1]
2. On November 1, 2012, the very next Thursday. I pull up to the my daughter’s school, again after driving 2 hours. The first video clip (2A) Mr. Garrison’s car is parked in the school parking lot. In the next video (2B), he claims he doesn’t have my daughter therefor “not interfering,” he calls me a knucklehead and drives off. He claims that he is there to speak with his son. In the following video, (2C) although his previously claimed he was at the school for his son, he is seen parked between myself and his home approximately 7 houses up the street, making sure that my daughter does not come with me. He then asks my daughter if she wants to come with me, (another violation of our court order) knowing that he had already instructed my daughter not to come with me. In the last video (2D) is documentation of how Mr. Garrison, the step-father, treats me--the biological father. I am forced again to call the Sheriff who assists me by enforcing the court order on this occasion. This time they are able to enforce my court order.
3. Approximately two weeks later, Michael Garrison destroys my Canon camera memory card before he is forced to return it by the Sheriff Deputy. Mrs. Garrison claims to have found it on her property. [Pictures, Sheriff Report]
4. Michael Garrison threatens to hurt a 12 year old boy. [Audio]
5. Michael Garrison’s wife, Christine, also threatens to hurt a 12 year old boy stating that Mr. Garrison “will find a way...to hurt him” [Audio]
6. Fugitive in the house: The boyfriend of Mike Garrison’s step-daughter is a fugitive gang banger by the name of Davion Weeks, Aka “Scyu be Nice.” Currently has an active warrant out. (San Bernardino) Yet, Mr. Garrison allows him in his home and to drive my teenage daughter around.
7. August 10, 2012: Mr. Garrison interferes again with a court order custody exchange. Mr. Garrison and his wife, Christine Garrison, show up with an entourage with the purpose of keeping our daughter Megan from our family. On 2 instances in the video Mr. Garrison verbally interferes: at end of first video, then again in the second video at :52 seconds in he tells my daughter to grab her stuff. [Video 7A,B] Afterwards he attempts to use his status as a Federal officer to get me not to post video of interference. 8. Mr. Garrison knowingly allows his 24 year old step-son to have a live-in minor on two occasions. One was only 14 (Step-son was 19) when she was allowed to live in the house. [8A, 8B, 8C] The current minor was 16 when they began their relationship, she is 17 now. [8D, 8E]
9. Mr. Garrison allows his underage son to drink alcohol and has himself given his son beer on family vacations. Also knowingly allows daughter and wife to smoke marijuana. [Audio]
10. On November 16, 2012: Mr. Garrison falsely accused me of being a stalker for waiting in the street with my court order to pick up my daughter. [Video]
11. Mr. Garrison allows under aged step-daughter and 24 year old son’s under aged girlfriend to drink on family vacation in Jamaica. [Picture]
12. Allows minors to use drugs in his home. His daughter and friends smoking marijuana. [Video 2]
13. Gloats about “kicking convict ass” or “Fucking with Fresh Fish” at his job. [Twitter post from daughter]
14. February 2011 Michael, his wife and eldest daughter show up to interfere with my picking up my daughter, Megan. Michael can be seen giggling at the end. [Video]
15. Mike Garrison gloats about my having almost no luck being unable to get the Sheriff to enforce my court order. “How’s all that police calling working out for ya, good? Exactly.”(15A) Mike can be very persuasive and uses his status as a Federal officer to manipulate and influence those involved. As his ex-wife shares in the audio clips below. [Audio]
16. Mr. Garrison’s ex-wife, Sheri Glendenning, speaks out about manipulation, abuse, etc...

C. Mike Garrison “Secretly” recording my family’s brief reunion with my daughter.
D. Garrison continues recording after daughter has left.

My family hopes that an investigation will take place to review Michael Garrison’s unethical, illegal, or at the very least questionable behaviors which had led to the disruption of our lives. I am available for further clarification, evidence, or documentation of events above.
